Maybe it's possible to implement more systems and power balances, but the number is never going to be zero. Some will even get away with it their entire lives without punishment. That's called accepting we have seven billion people in this world, so there's always going to be some extremely small amount of horrible people who do horrible things. We shouldn't give up on reducing the number as much as possible, but this whole fuck cops mentality is simply driven by the way we consume news.The issue is that these arent isolated incidents and the system works protect the police that commit hate crimes and other crimes.
