If I glanced at this situation happening I would think "ok" without having the knowledge that this guy was on the guys neck for 5+ minutes until he stopped breathing. Its like if you saw someone put a guy in some kind of MMA choke vs. if that guy just held the choke until the person was a corpse. This. Any action taken to save the life of this man would have ended in a severe beating, tazing, and a felony assault on an officer charge.
