She's far from in the right but she can claim she felt she wanted a police officer on site and it still not fall under abuse of a 911 call. Even if it's not an actual emergency, you can still call 911 without consequence if you believe it is an emergency, regardless of your racist intentions or not. She deserves all the punishment she can get but you have to be careful with what you classify as fake 911 calls --- The name is wackyteen* for a reason. Never doubt.
