So, despite Patchwork's claims, even the police know that turning on a tazer towards someone who's backing up is a bad idea? I wonder why Patchwork is trying to defend something even the police themselves aren't defending? Does saying that the taser malfunctioned somehow equate to the dept. admitting its use was wrong?
