There is a ton of tiny suburbs with their own departments each with different qualifications and rules. Some only exist to run radar and actually contract out their 911 to the larger surrounding departments. During the Michael Brown protests one of them teargassed a camera crew. They've also been caught teargassing a restaurant with patrons in it and kettling protesters multiple times. --- "If you wish to converse with me define your terms" Voltaire ...
