The PS2 era was full of wacky shit like Big Smoke spending hundreds of dollars at a fast food restaurant. I'd say 3 and Vice City were still comically fun in their own way. San Andreas, while great, was where the scales started to tip. SA had fun shit like fighter planes, jetpacks, a solid soundtrack, and the best exploring area (until V came out). It also had tedious things like grinding your attributes to do required in game missions; I recall having to swim 30 minutes just to be eligible for an underwater mission. IV still is the most overrated game of all time and I couldn't even finish it. None of the characters were likeable, the sidequests repeatedly (and almost forcefully) got in the way, and as you said, everything was super serious.
