Either;
  1. He deflected the question to China because he saw he was Asian and got flustered when confronted over it because he doesn't have a valid reason to deflect to China
or
  1. He deflected the question to China because it was his way of ignoring the question and got flustered when confronted over it because he doesn't have a valid reason to deflect to China
Either way it's pure incompetence.
