when weve prepared the infrastructure for mass testing and opt in social tracking
We already have the infrastructure for mass testing (unless you mean literally test everyone which is unrealistic and will never happen)
https://time.com/5828843/trump-coronavirus-testing-giroir/

We have 328 million people here in the US, the experts say it's unrealistic to get just 5 million daily tests.
Say we by miracle somehow manage to do 10 million daily tests, is this really sufficient? No, not really, because we still have 318 million people going around untested infecting other people in a rapid rate, to really get a hold of this thing via testing and quarantining we need to test every individual at least twice a day (because even if i get tested negative and then take a bus to work in which i get chinese flu, i'm gonna infect everybody at work, or more importantly i get it on my way back from work and infect family members some of which are old), and this will never happen.

most people won't opt in to social tracking and even if they do it doesn't matter because of everything i said about the testing (we don't have enough and never will hence most people will and already are going around with chinese flu undiagnosed, hence social tracking won't tell you to stay away from them), btw we already have social tracking via some apps mainly from our big brothers at google and apple.

given the first requirement is met (or will never be met, depending on what you meant) and the second is also met, does this mean you are pro going out right now? if not then what are we waiting for? shouldn't we hurry in opening up since every day that goes by more and more people are losing their jobs, which is especially hard hitting for poor people who will lose their homes as a consequence seeing as many can't pay rent or at worse scenerio even food?
