Should this happen Ngamer would be looking good as he holds 24/32 permutations. One that is missing however is RE2 > ME2 which isn't a farfetched result. Should that occur squexa will win. Squexa has a few other options including a few with HGSS > Skyrim scenarios. Despite taking NieR > HGSS, preventing Ngamer from collecting points is also beneficial. After that The Mana Sword has a single way to win outright and will tie with gravy in a different scenario.
