In terms of mainline games

Ocarina of Time
Twilight Princess
A Link to the Past
Zelda 1
Breath of the Wild
The Wind Waker
Zelda 2
Majora's Mask
Skyward Sword

So right in the middle. I 100% don't like it as much as my top 3 but it's close between i and Zelda 1. But I consider Zelda 1, albeit simple now in comparison to the future games, to not have any real glaring flaws in its design and to be a very fun experience throughout. BotW has flashier moments and more things that gets me engaged in the game, but also huge patches of dull nothingness and I don't think having a lot of small things to do in the game really makes up for the lack of what I perceive to be huge dungeon set pieces that have dominated the 3D games.

In some ways It's similar to The Wind Waker as that game also has large stretches where you do nothing, but it trades wandering around for less time with not really having any small things to do in the game. As far as combat goes WW had the best until BotW imo.

Oh, and I'd say the only game that is bad is Skyward Sword. It's not even the motion controls (although at times it feels kind of wonky). It's more that the game is just a million fetch quests. It's like they took everything people didn't like about the other 3d games and put it into this one. Or, they took things that were just fun excursions in previous titles and made them into a chore in Skyward Sword. Nevermind the snail pace the actual game goes at and just the bevy of repeated content. The only real saving points are 2 amazing dungeons in Lanaryu and Sandship.
