The point people are making is that Trump -being the president of the united states, standing in front of every major news network and making a press briefing to every person in the world - should have a degree of decorum and tact and even a touch of awareness for the things he says.

You can be semantical and rightly say that he didn't outright tell anyone to do these things, but even raising them in this setting is irresponsible.

This is just an excuse to flat out lie about what's being said. There is a significant difference between openly saying "we should look into this" and actively telling people that it is an effective cure. It's still a stupid thing to say, but they are in no way the same sentiment and you can't just pretend they are.
