I'm curious, on what Constitutional grounds you think the federal government could sue individual states for exercising powers granted to them by the 10th Amendment? Please, tell me what they can do to revoke rights implicitly granted to the states by way of not being explicitly granted to the federal government.

I'll wait.
the same principle alabama and other southern states tried to keep their discriminatory policies against blacks such as in schooling and busing. the 10th amendment didn't save them. nor did it save non-allowance of gay marriage in more recent times.
