The beaches that were full of people.

If the lockdown if lifted and things reopen, millions will go out in groups, do stuff and spread the virus. Dumb people doing dumb things don't go away.
a few will go out, you'll see an upswing in cases, people will get scared, and then none will go out.

what could happen is that trump activates further powers of the fed gov to sue the states from indiscriminately suspending the constitution without an explicit date to reopen the economy. i wouldn't expect this for the highest cases states. many do want to get back out there; their economic futures and livelihoods depend on it.
that would be hilarious. it would take months, likely going past november before anything was resolved; and that's not even bringing up the fact that courts are literally closed... plus, the constitutional aspects of suing states for doing too good a job at responding to a national health emergency.
