See I'm not sure this is true Look at myzz in this topic alone and all those guys protesting stay at home orders by gathering in large crowds and partying. Look at all the teens who want spring break The beaches that were full of people. If the lockdown if lifted and things reopen, millions will go out in groups, do stuff and spread the virus.
