Andrew Johnson pardoned a ton of ex-Confederates and even three guys that were charged with conspiring to murder Lincoln. Nixon pardoned Jimmy Hoffa. Bush Senior pardoned a bunch of people of their roles in the Iran-Contra affair. Bill Clinton pardoned his brother and a bunch of former business partners and campaign donors.
