Azula is entertaining but not particularly deep while Ozai is basically a Saturday morning cartoon villain. While I don't know the villains in Korra other than Amon, I don't agree too much with your assessment of Azula. Ozai was a complete narcissist as a result of Azulon's upbriging, and he was likely like that due to Sozin. That family is a total wreck and it made Azula one of the smartest and most calculating characters in the series.
