Each season has its own weaknesses though. Season 1 could've been even better but because it was only greenlighted for 1 season, they had to cram so much in 12 episodes. They did well with what they were given though, Amon ended up being the best villain
(even though his reveal was a bit weak). Season 2 was just bad, not only was the villain
"another water bender", but
the other villain, imo, wasn't much better anyways. Season 2 does some pretty cool stuff like with the
spirit world and all that, but even that was just bleh. Season 3 really amped it up with the new villain and his crew, even though there were times he won because of plot armor, but it was such a major step up from how boring Season 2 was.
Plus we got an actual on screen death that was brutal, that caught me off guard. Season 4 could've been great, the villain felt very 3 dimensional, until
they devolved her to female hitler, she's still a 3 dimensional character just in a saturday morning villain kind of way. Korra is definitely weaker than Avatar, but it's still an enjoyable ride if you like Avatar.
