You see a problem, you run from it. That's fear. If you have a problem you can't run from, fear ceases to have any function. Telling people to wash their hands, keep their distance, and stay indoors isn't encouraging fear. That's encouraging precaution. Saying we're all gonna die no matter what, that's not helping anything. And you are correct, you're deliberately attempting to rob people of what little time they have left by instilling mental anguish.
