It's usually the result of being unexpectedly outdrafted, or the opponent taking a risky draft with an early peak, and it paying off perfectly. 13 minutes is stupidly fast. In SMITE which has the same gameplay mechanics as League, you can't even surrender until 10 minutes have passed.
