Yeah, this long ass video for a meme run (theoretical minimum A press run) explains it. It is also where the half A press meme comes from. It's long, but it's pretty entertaining.

Take the Super Mario Bros run. The most relevant TAS was probably made years ago, and back then flash pole glitch was probably brand spanking new and only a few "deep knowledge" types knew about it. So somebody made a TAS, and over the years people have found setups for frame perfect inputs to match it. It may not be impressive now since humans can replicate it in RTA (and it's a fairly short run), but back when it was made things might have been seen differently.
