Someone who check their email twice a month is actively using it. Where someone who takes a shower twice a month isn't actively taking showers... At least to most people. So, while you can compare them, different actions take different amounts to consider actively using it. Also, a shower is ore time sensitive. If you have nothing important in your email, then it doesn't matter when you check it, as long as you check it. So, yes.
