Genocide/Cyber City was meant to be a one-act zone after Metropolis Zone in Sonic 2. The level map and music track were completed, but the art assets weren't, so the zone was scrapped. The level map was retooled to use Metropolis Zone's assets and became Metropolis Act 3, while the music was used for Casino Night in 2-player mode. The WIP art assets were later incorporated in the design of the Sonic Spinball level The Machine.
