There's actually two sets of staircases. The tiny one is the servants staircase. Suppose to be just enough room for the help to get up and down. Stairs with the railing is the main staircase. Can't tell how big that is from the pictures.

Also considering how old the house is, it probably has aluminum wiring which can be a major concern. Aluminum wiring expands and contracts with heat which can loosen wires and cause arcs. Arcs are what burn down houses. That type of wiring is safe provided all the proper precautions are taken. I don't see that being the case in that house. Either way an inspector will see that and make note.
