People who insist on walking next to each other to the point it blocks the sidewalk and makes people walking the opposite direction step into the road or try to squeeze around them. It can be 2+ depending on the sidewalk. Same with people who will block an aisle while chatting at a department/grocery store.

Pretty much everything about Korean drivers (note: I live in Korea). Pretty much the only reasons for hazard lights in Korea are to signal that youre parking illegally or to signal that youre about to do something reckless and stupid. The street I live on constantly has cars parked illegally on both sides and the cops dont care because they do it too. So, if theres any kind of power-line/roadwork that needs to be done the truck for that work just blocks the rest of the road and makes it so drivers need to go all the way around the block. Also, almost all traffic rules are optional, especially red lights.

Oh yeah, I forgot. People who take photos of people in public because theyre wearing ugly clothes or doing something embarrassing.
