I understand what TC is saying and it doesn't surprise me that a certain mod is acting incredulous at the idea that mods would have to be exact down to the word.....even when they expect that of other users at all times and mod them for it. You can rest assured that this very mod is scanning through this message for that word, or even a secret "you implied something I didn't like" message that I didn't post, but will act like it's there anyway if it means he gets to take it down.

Hellhole actually discussed the question recently and they have a convoluted reason why they have this split and treat religion/race/sex comments differently even though they could be the same comments swapped out with different groups.

You see, for anyone enforcing the rules normally, hateful comments against Islam would be acted on equally as other groups. But in the twisted world of ideological bias, action against anti-Muslim posts depends on unlisted internal factors not actually found in the terms such as "someone can choose to be like that or not" and people get protection whether they tick off the boxes in a mod's personal checklist.

This is why your religion vs race question is seen as a VERY important designation to them, even though the typical visitor would treat all groups equally and questions why the system does not.

A ff12 topic on 261 gets over 109 posts and a mod even posts in it and it doesnt get deleted

This is another internal/personal decision that a mod makes on review. I have seen a mod in the past defend inaction for half a page because he thought the topic was entertaining, even if it was off-topic but he enjoyed it personally so the rules got bent a little. Also didn't hurt that another mod made the topic. I'm sure that has nothing to do with it.
