To the extent that this is based on anything real, it suggests military officials - not Trump - have assembled a list of war crime targets. This. He probably got a briefing about potential American responses to an Iranian move and was told that we have 52 targets that will inflict the most damaging immediate impact. He turned that into the rambling mess where he just writes random adjectives and pukes out a tweet. It's also a threat not an admission.
