His argument is that "This was always a problem with European culture" and why he was giving examples of that. He's telling white supremacists "African and Asian immigrants didn't come in and suddenly we had sexual assault being okay out of nowhere. It always existed in this white, European culture you insist is pure and great and awesome." Yes, he's Joe Biden, and he's not exactly making it as clear as he should because, as we agree, he's a senile old man.
