By it's very nature, it's accusatory. "How do you feel about this act that a member of your circle committed? Do they speak for the rest of you?" We're not responsible for the actions of others. You don't apologize whenever a member of your faith, your sex, your orientation, your ethnic background, or your nationality commits a heinous act. That's not you. That's them.
