It bugs me because broken decks will be broken regardless of the summoning mechanic.

Dragon Rulers, Zoodiacs, Necroz, etc.

Pendulums could go off but they were a bit of a glass cannon. You negate a summon, they lost a bunch of resources since pendulum monsters didnt typically like being in the grave. You pop their scales, they lose their mechanic. They were so powerful, but so fragile that it just seems redundant to limit them >_>
Which was a non issue if they went first and established their board. Or they baited/destroyed your back row, and or generated enough resources that your counter no matter how strong simply didn't matter. Becuase they still had access to a wealth of shenanigans even without pendulum summoning.

Pendulums were so much stronger then most non pendulum decks it wasnt even funny.
