A portion will be used to give the low level employees a saftey net to find new jobs. The high level ones can get fucked. Those who sell ciggarettes/chewing tabacco and the like eat heavy fines and a prison sentence. This is aimed more at businesses and organized crime. Individuals who are doing it out of desperation will typically be pardoned entirely if they rat out their supplier as long as they didn't knowingly sell to minors. Those who knowingly or through gross negligence sell to minors get charged with crimes against humanity(yes I am fucking serious) and get the book thrown at them.
