Only discharge your weapon if your own life is directly in danger. People running away with some material possessions is not a reason to shoot at a moving target in public. That section at that Walmart is stone cold dead. Half the lot is set up with yard decorations and things. Like myself who might have only 4 or 5 items only use it for a quick in and out and use the Garden Center checkout. Probably why he was a easy target. Seen people and panhandlers buy and sell drugs in that area. Hell it could have been a drug deal gone bad. School kids park there and hang and raise hell until the cops run them off.
