Because it is impossible for me to factually prove. If you think that makes it an untrue statement, then you are being disingenuous. I gave you a reasonable logical argument, if that isn't good enough for you then whatever.

The closest thing I can give you to proof is that the historic average of Americans having a "great deal of confidence" in police is around 60% - https://news.gallup.com/poll/213869/confidence-police-back-historical-average.aspx, which implies that a majority of Americans approve of the police as they are now. And trying to surround and stop armed robbers who hijacked a vehicle is a reasonable choice to make.
