From the perspective of CW, that also has the added benefit of being a lesbian relationship which fulfills their progressive shtick. A romance plotline is kind of in an awkward spot. All the current characters are already claimed, so they'd have to introduce a new character. Assuming they don't want the romance to just end at the end of the season, that's a permanent addition to the cast they'd have to make. Now that I think about it, her friendship with Lena sort of has all the hallmarks of a typical romance in these shows.
