Very unlikely. At the time when the UN General Assembly voted in favour of partitioning Palestine into separate Arab and Jewish states, the Jewish population of Palestine had already reached critical mass without the influx of refugees from former Axis territories in Europe. And emigration from Germany or Austria wasn't the chief source of Jewish population growth in Palestine before the war.

But more importantly, the partition resolution had nothing to do with some half-assed idea about compensating the world's Jews for the Holocaust. Instead, it was proposed because a Zionist insurgency threatened to make Palestine ungovernable by the British, who dumped the problem into the lap of the UN; partition into two separate states seemed to be the only long-term political solution to the thorny question of Palestine's future.
