The article does go into the details so as long as people are reading the article then they will get all the full story. Just like any article and headline. This is a horseshit take on your part because you're the one that chose the title to this topic. It obviously didn't come from the article, so YOU actively chose to make the title that. And Ontario might be part of Canada but this story has nothing to do with Canada at-large.
