I mean, doesnt the military recruit children at college and high school?

I wouldnt really say its a good idea though, based on his general attitude. And he really doesnt sound like someone who could pass the requirements.

That said, this is one of the least absurd "just NEET things" I've ever read.

Does that still happen?

Ive read about the us military getting hs kids to sign up in advance and Im not even sure I believe it was ever real. Like I really hope its not. Thats just fucking horrific and predatory and exploitative.

By "Sign up in advance", you just get put into the recruitment system as a potential enlistee, and work with the recruiter on meeting the minimum PT requirements (forgot what the training is called), taking the ASVAB (if your school didn't already do so), and getting stuff like your SSN, Birth Cert., and (if you have) driver's license on file so that you don't need to wait for weeks after graduating HS. Nothing is finalized until you sign the forms (which I can't remember occurs before or after the oath) at MEPS.

No less predatory and exploitative than college admission recruiters coming to your school, especially to recruit for college athletics. (I would argue that the latter is actually worse)

Oh so youre not actually binded to it or legally committed then. That being the case I take it back.
