It's all in whatever contract you sign. Obsidian is a small time developer, they don't have a whole lot of weight to throw around and were just happy to be involved with the Fallout franchise again I'm sure. That quote seems to indicate that there were never going to be royalties, only a bonus paid out by the publisher if it got over a certain score.
