I would say yes but only because of what China has done with them since taking over. China went against their early commitments upon retaking Hong Kong to avoid interfering in Hong Kong business and affairs for...I think it was 50 years after it shifted back to their control. Do I think Hong Kong is inherently entitled to independence? No. There's nothing functionally wrong with being a territory to China but only if they respect what sets Hong Kong apart from their own culture, which they have not. So, basically, China pissed in the bathwater.
