That idea was first created by Deng Xiaopeng and he was in fact one of China's revered leaders that actually emphasized purposeful reform both in market and society unlike Mao whose ideas backfired on him so much that most hated him in the end.

That's a really cool fucking story brother, but I don't care! It's deprecated because China clearly doesn't care about it anymore. Hong Kong wouldn't be asking for independence anyway. Let them have it. No reason why they can't be an independent nation. They weren't even part of China not that long ago.
