I did get in touch with the parts manager, multiple times. After not getting him on the phone for two days straight after him saying he'd call (he was busy with end of the month stuff), I personally stopped at his dealership and met with him face to face. That's when he told me that the director of bodyshop operations for the entire management group had recommended another candidate.

So he wasn't the top guy.
Like when I wanted to swap positions at a previous job I talked with one trainer, found out who her boss was, talked to him, got his advice on who could potentially overrule him or strongly influence them, talked to the head of training for like 10 offices and she was happy to recommend me

I know what you're saying and I agree it sucks but next time you go for an internal position, you don't stop until you have the top person who can intervene (within reason) on your side. The CEO is someone who can intervene but shouldn't be bothered. The director who can slap everyone else down was an example
