In some states like New Jersey, every town is legally required to make sure that a certain percentage of their housing is low income housing, and studies have shown that distributing poor people in such a manner actually has an impact on crime.
The solution to slums was literally to push them somewhere else. It's basically an application of socialism, but applied to poor people. And it works.
That's not pushing them somewhere else, that's giving them somewhere else to go.
