It seems the phrase is not actually legally defined. So I genuinely think it might come up in the future, even if just to clarify in this modern age.

he didn't win though, so it came really close

I believe it first came up in the 60s when George Romney (father of Mitt Romney) tried to run for President. He was born in Mexico to American parents. He lost the nomination anyway to Richard Nixon.
