Sure it is. Metal was always rebellious and loud but they took it to even darker places which lead to death metal, black metal, etc. Every big extreme metal band that came after them point to Hell Awaits and Regin in Blood among their biggest inspirations.

The quality of the music was important but the darkness of the lyrics, vocals, and atmosphere of their early work is also a huge part of it.

It's pretty hard to buy Slayer "being evil" as the single most important and influential thing in all of metal when Venom, another band that a lot of the early death, black and thrash metal bands point to as an influence, was already "being evil" for a few years before they released an album. Venom didn't hit the same level of mainstream recognition sure, but they were still a big part of the push towards more controversial territory (not to mention the raw and unrefined sound that would define those subgenres) and they started on it first. It's nowhere near as easy to find a band that did most of what Black Sabbath did first *and* influenced a lot of bands in the process.
