I would say that's the Wii U's fault, not Splatoon's fault.
The Wii U failed harder than the Vita and that is saying something considering the Vita single-handedly insured that Sony will never make a handheld gaming system ever again.

I believe there are a number of WiiU games that still have active online servers. I'm pretty sure killing Splatoon's as soon as they did was an effort to make Splatoon 2 more appealing, given that it offers fairly little that Splatoon 1 didn't and Nintendo wanted it to draw people to the Switch early in its life.
