It became a major chan when moot barred all discussion of GamerGate from 4chan, and Hotwheels offered his site to the crowd as an alternative.

Philosophically speaking, it advocates all free speech so long as it doesn't violate the law, but the structure of the site provides for self-moderation by individual boards (similar to Reddit), so global moderation doesn't really have to weigh in much.

Consequently, it's become home to a lot of self-selecting echo chambers with discussion that walks the line from a legal standpoint. Its second largest board is its own /pol/, where the worst of 4chan have fled over the years, seemingly considering the original imageboard poorly moderated in some regards, over-moderated in other regards, and insufficiently reactionary overall.

The self-selection, then, has created a deranged culture that makes 4chan's /pol/ look like voices of reason by comparison, and where it seems its most deranged are now inspired to go out and commit acts of mass murder.
