You don't have any 1 GB USBs lying around? >_> Also I exclusively buy digital games on my PS4 and the updater has always worked regardless of the other network funtionalities being disabled - like, that's specifically the one thing they allow you (and constantly prompt you) to do - so I'm really not sure what's happening in your situation. Either way, a simple USB stick will solve it. that's the other thing is the updater should always work no matter what.
