I wouldn't look twice at people who ordered their pizza without cheese because the dough is supposed to be the main attraction anyway. In the US it's common, like someone else said for there to be some kind of white sauce pizza. But 'no tomato sauce pizza' is definitely a thing too. Basically everywhere the style of pizza is different. Hell, regionally the US even does it different. In South Korea for example, most pizza doesn't have tomato sauce under the cheese, and often puts sweet sauces on the top as well as using toppings like corn that you don't see very often in the US.
