Thor was maybe B Lister at worse, but Cap/IM were A Listers

I don't know why I put "at best" I meant to put "at worst". I was still waking up.

But still, I'm talking mainstream appeal not comic book appeal. In comic books Cap and Iron Man were definitely A list IMO.

But when it comes to mainstream appeal

Hulk, Spider-Man, Main X-Men (especially Wolverine) were A-List. Hulk due to his live action show, Spider-Man due to numerous cartoons and X-Men due to high amount of comic exposure + 90's cartoon.

I would also put Blade in here due to his film, but it's kind of an outlier due to most not realizing he was a comic book property.

Anyone who got their own cartoon, movie or toy line were B list, this included Iron Man, Captain America, Ghost Rider, Fantastic Four, Punisher, Daredevil and probably others I'm not thinking of at the moment.

Thor was definitely C list as far as mainstream appeal goes. He'd show up in cartoons and films and toylines so people had an idea of him but he never really broke out to get his own stuff. I wouldn't argue with him being the B list just because he showed up in so much stuff but I feel like being a comic book fan I have a bias.
