It certainly isnt her fault that people have such a poor understanding of racial issues that they don't understand how someone can not be "a racist" and still engage in racist behavior. Nor is it her fault that one of those people is Joe Biden. Also not her fault that people brush off discussion and education on real issues that affect policy as "identity politics."
