By the metrics of today, yeah, he was racist. There's plenty of old Disney cartoons from the 50s and earlier that used racist caricatures (the crows in Pinocchio, the Indians in Peter Pan, so on and so forth).

But I don't think that's necessarily fair, because Disney was a product of his time and, at the time, none of those were considered even mildly offensive and were widely used by animators everywhere. He had no problem elevating black actors/actresses and most of his contemporaries - including minorities - would later state that they saw no evidence of racism in his words or conduct.
